MINUTES OF LYDIARD TREGOZE PARISH COUNCIL, MONTHLY MEETING, HELD ON 11 DECEMBER 2023, AT 19:15, HOOK VILLAGE HALL

 

 

1  Present:

Chairman Cllr Collis, Vice Chairman Cllr Rumming, Cllr Luce, Cllr Drury, Cllr Woolford, Cllr Williams, Cllr Strange.  Clerk Rose Love.  Wiltshire Cllr S Bucknell.

 

Apologies: Cllr Henderson.

 

Six members of the public.

 

 

2  To approve the minutes of the last meeting held on Monday, 13 November 2023.

Proposed – Cllr Luce, seconded – Cllr Williams.

Resolved:  Approved.

 

 

3  To record declarations of interest from members regarding items on the agenda.

None

 

 

Public Participation:  A period not exceeding 15 minutes (3 minutes each speaker) for members of the public to ask questions and submit comments.  Please submit your questions or comments to the Clerk by emailing clerk@lydiardtregoze-pc.org.uk before 9a.m. on the day of the meeting to ensure inclusion.

 

  • A member of the public asked the council about Code of Conduct update, website transparency, what training the council has undertaken, and circumstances surrounding a planned consultation with a landowner.
  • A representative of Swindon Hydrotherapy Pool thanked the council for its donation towards repairs on the building’s roof.

 

A member of the public gave a presentation to the council concerning a Wiltshire ‘Call for Sites’ submission for land at Flaxlands House.

5    Planning Applications to Consider.

a.  PL/2023/08647 – Land North of Bolingbroke Arms, SN4 8DZ – Change of use of land for the creation of a 4 no. pitch Gypsy/Traveller site comprising 1 no. mobile home, 1 no. touring caravan, and 1 no. dayroom per pitch.

Resolved:  Objection based on danger of blind bend at entrance, development in open countryside, and no need for more pitches in this area.

 

Applications determined: Noted.

b.  PL/2023/09034 – 3 Lydiard Residential Park, SN4 8JA – Fell two Hawthorn trees; crown reduction 40% to one Hawthorn tree. Approve with conditions.

 

 

6    Highway/Roadwork/Parish Maintenance to Consider.

a.  Hedge trimming around BT phone box – signed agreement with owners to trim regularly or signed agreement with owners to allow parish council to trim.

Resolved:  Landowner has made a verbal agreement with the chairman to allow council to regularly trim the bushes around the BT phone box.  The clerk will prepare a written

agreement to be signed between the landowner and the council.

 

b.  Flood Plan – accurate data needs to be collected from the public.

Resolved:  Individual councillors will encourage neighbours or others known to have had garden/house flooding to report to the clerk to collate accurate data for Wiltshire Drainage.

The public and council are also encouraged to report any ditch, drain/gully, field, and/or road flooding that occurred due to Storm Babet.

 

 

7    Other Business To Consider.

a.  Set date of 2024 Annual Parish Meeting.

Resolved:  Lydiard Tregoze Annual Parish Meeting set for 24 April 2024, 18:00 at Hook Village Hall.

 

b.  Approval for bus shelter artwork project, if all quotes received.

An estimated final quote of £760 was given to the council, to be paid from the Community Fund.  Map will include outline of current parish boundaries, historic parish boundaries, and 10 landmarks chosen by council.

Proposal to accept – Cllr Woolford, seconded – Cllr Strange.

Resolved:  Approved.

 

c.  To note – The council received an FOI request concerning a planned information meeting regarding land at Flaxlands House. Noted.

 

 

8    Finance To Consider.

a.  Expenditures:

i.      R. Love – work from home allowance – £104.

ii.     R. Love – overtime (Local Plan response), 8 hours – £120.

Item a.ii. was corrected to £128.

Proposed – Cllr Rumming, seconded – Cllr Drury.

Resolved:  Approved.

 

b.  2024/2025 2nd draft budget and precept.

An updated budget of £10,809.14 was presented, reflecting an increase in council insurance price.  Precept currently stays at £11,500.  Final precept to be set at January 2024 meeting.

 

The publicly held portion of the meeting closed at 20:08.

c.  Clerk’s annual review – closed to the public, Public Bodies Act 1960.

Resolved:  The clerk will stay at current weekly hours and salary.

 

 

9    Matters Arising for Next Meeting.

  • Final precept approval (due January 2024).
  • Review of Scheme of Delegation.

  

 

Determine date/time of next meeting.
